Dorothy Peaston (spelling?) at a guide camp. Can anybody come up with a date and place.

Dorothy was a very popular girl...I wonder why? She was the girlfriend of Munro Hill for a time and wow was I jealous! I would say the date is a few years earlier but I am at a loss to explain the length of the skirt as Minis did not emerge until the early 1960s.
