Is the piper facing the camera called Bob Hill who used to live in Clyde Street ?

If it is any help I think the uniform worn by this Pipe Major looks as though it may be Scots Guards, i.e. Royal Stewart kilt and the large plaid brooch; a smaller version is still worn today. Also the crown barely visible above the chevron denote he may have been serving at the time the photograph was taken. In addition, even in the days of difficult travel, it was not unusual for the better army pipers to tour the games and compete.
